[amsat-bb] Tenth delay-Sunsat

No doubt you have already read of the scrub of Sunsat/Oersted this morning
the 13th.  This occurred some half hour before launch time indicating a
serious matter.  Serious indeed, as a power glitch was discovered in the
first stage, a voltage drop from a nominal fifteen volts to twelve.
