RE: RS 13
So, If it works over northern hemisphere, but seems to be dead over the south, could it be that our russian friends are playing some "switch-on-switch-off", when RS13 passes over the equator????

Well,
RS/13 is inactive here in Australia, I havent heard any CW or SSB QSO's or CQ's, just 15meter stations being transponded unaware.
