24 hour hold on Sunsat/Oersted

Once again the critical 1040 UTC came and passed at Vandenberg without a
launch.  This time the upper winds were not a problem but rather some
concern about objects in the destruct path down range.  This is politely
called "The range is RED!".  The Delta rocket remains fueled and ready,
thus the term "hold" rather than scrubbed for twenty four hours.
     Some additional equipment changes were made during the the 48 hour
delay.  A new relay system is now in place to change from right hand
circular to left hand at will.  A one hundred percent backup was installed
complete with receiver, antenna and feed line.  Some 150 watts of uplink
power is now available strictly from batteries---just in case!
