[amsat-bb] I have a question

The bird has me down sender of a messge regarding the leap second that
was added to all of the official time pieces that must have the correct
time.No more saying 'that in exacty 11 seconds it will be about quarter 
to.....besides not knowing  these gentlmen I don't follow the sport.
