[amsat-bb] New AO-10 keps, NASA format

As mentioned in my previous E-mail, here are new AO-10 keps, derived from
ranging measurements, in NASA 2-line format. I believe these are
structurally correct, they upload fine with WISP, and the checksum is
correct.  In the future, I'll publish both Amsat and NASA versions together.
