[amsat-bb] RS12/13 Switched to Mode A

Not confirmed by me personaly but Robert G8ATE,  a reliable and regular
user 
of the RS birds reported on the Amsat -UK 2 meter net that  RS12/13 has
been 
on Mode A.

If our Russian friends are monitoring this bb  then a big thank you. I for
one  look  forward
to a period of mode A operating.  I know that many of us on VHF/UHF only 
licenses have 
missed working the RS satellites.
