[amsat-bb] What's up with KO-23

Hi Guys,
For the last two days we, at KE4ZXW, located at the Virginia Air and
Space Center in Hampton, VA, have not heard even a carrier signal from
KO-23. KO-25 and UO-22 appear OK. Anyone care to speculate or have any
idea what is going on?
