I am only commenting on the CST you gave as -4 from UTC. CST is -6; CDT is -5 from UTC. Just wanted to make sure you didn't go the wrong way.

UTC offset should be -5 for EST; -4 would give you CST or EDT.
Also, if your tracking program has a DST toggle, be sure it's off.
You didn't say which tracking program you're using.
