[amsat-bb] OSCAR designations

Do SEDSAT and/or PANSAT have OSCAR designations (O-32?
O-33?) and if so, which is which?  Also, are TO-31 or GO-32
open to the public yet, or are they simply using amateur
satellite frequencies for their own purposes at this point?
