Portable Packet

I know Bob WB4APR has been trying to come up with some way to send info via
the 9600 birds, but I just received a qsl card from a gentleman in Serbia
Yugoslavia from a contact I made via Mir and it makes me wonder why there
aren't more satellites that use just simple 1200bps FM packet? I mean
something such as this is so simple to use, the price for equipment is low
and with a simple antenna it can be operated at 5 watts or below. The
satellite could transmit APRS info and could also carry a simple PMS such as
Mir. Am I just thinking too simple........
