RS-12 Beacon Data?

Anyone know the meaning of the (apparent) data on the RS-12 2m beacon. RS-13
is still in mode K, but the RS-12 beacon continues strong and loud on 2
meters. I tried it to see if it was operating in mode T, but no luck. Here
is a sample of the "message" I copied this afternoon over the US:
...IU45 MNU46 MAU00 MMS91 RS12 RS12 ...(fade)...NNS00 NAS00 NMU00 AIS25
ANS27 AAS37 AMR33 MIU45 MNU46 MAU9?

ps: lots of room in the RS-13 passband, even with 15 m open in the daytime.
