[amsat-bb] RE:AO-10 Keps

The "smoothed" AO-10 keps are recognized by WinOrbit just fine, even though
the program does report the lack of a checksum.  Perhaps NOVA needs the
checksum to operate correctly.  BTW, the new keps are right on--AOS within 30
seconds of prediction (probably within the variability of my various clocks).
