We have not yet decided you will be the QSL manager.
There is at last the solution to sent you report to Sergej Sambourov (
RV3DR) who was the QSL Manager in Russia for the previous Spoutnik
(RS17).
When I went to the Sambourov home he show me the bag with around 400
QSL received from RS17.
If I have well anderstood, he has no sent answer yet and he was
waiting this new spoutnik to answer.
If you have sent report from RS17 keep hopes.

I guess that if a person sends IRC and QSL card they will get a card for
their report(Fat Chance I did not get any answer from before or even an
e-mail answer)
