A due East injection from the Cape gives a 28.5 degree inclination.  That's
as far North and South the spacecraft will go.  A due East injection takes
maximum advantage of Earth rotational assist at launch, thus allowing the
Shuttle to get to the highest possible altitude or make the best use of
on-board fuel.
