Actually, 429 MHz is outside of the relevant amateur-satellite service
world wide frequency allocation which is at 435 - 438 MHz, on a secondary
basis.
The amateur service and amateur-satellite service are, indeed, separate and
distinct radiocommunication services, although they have a great deal in
common.
