Nothing strange, depends on how they're stabilized.  The UoSat-style
satellites use gravity-gradient stabilization and their antennas are
always earth-pointing.  The Pacsat-style uses magnetic stabilization and
do a complete "flip" of their Z-axis.  So yes, sometimes they are "upside
down" w.r.t. the Earth's surface.

I **think** FO20 FO29 and RS 15 are not stabilized, so their orientation
is random.
