Mark,
Sea Launch is run by Boeing, so you might try their home page for links.
As for what Sea Launch is, it's a Zenit launcher fired from a converted
oil rig that is supported by a separate ship for launch control and
initial flight tracking. Big league stuff, couple tons to GEO, about
10 tons to LEO.
