[amsat-bb] RS-13 Switched on ??

The Amsat-UK 2 meter net received a report from Robert G8ATE  that
suggested the RS13 transponder had been activated.  This is a rare event as
far as I can remember.  It seems consistent with reports on this bb that
ground control has been transfered to  Aleksander Papkov.
Perhaps they are checking out a few commands.
Together with Viktor Samkov, Papkov was the project manager for these
spacecraft in 1990/91
