I can think of a million reasons -- the $1,000,000 AMSAT had agreed to pay
ESA for launch on just such a test flight of Ariane 5. If P3D had flown,
this is exactly the type of launch it would have been on. Beggars don't
choose, and the rocket people usually have a pretty high level of motivation
to get it right, as it is bad for business to get a reputation for launching
satellites into the sea (just ask the North Koreans!)
