 Yes, but they've only got one so far, and as far as I know of, NASA is
planning on using it for a very high altitude (about 100,000')
atmospheric sampling platform. There are a couple of companies that are
working on similar concepts that will be used to supply cell phone and
wireless Internet connections to large cities (one is supposed to start
up over San Paulo, Brazil sometime lete this year/early next year). 
There's even a company (Zepplin?) that's looking at very high altitude
balloons/blimps/rigid air ships that would do the same thing. Kinda like
having the biggist tower in the world, without having to buy all that
guy wire......
Neat idea.
