[amsat-bb] Mir 440 Repeater

I have been unable to hear or active the 70cm repeater on Mir even though
there has been talk on the list that it was working once again. I have
double checked and I am transmitting on the correct frequency, with the
correct offset and tone and i am correcting for the doppler effect. Has
anyone been able to consistently monitor it?
