[amsat-bb] RS-15

I monitored RS-15 at 1100 UTC today (7/26) and found the transponder cutting
out as had been reported earlier. However, it is not cutting out when the
beacon comes on. It is just the opposite. The transponder is only on when the
beacon is transmitting.
