[amsat-bb] ARRL LIcensing Proposal

Boy - did I ever start something.  Lots of comments for and against the 
proposal(almost as spirited as on the QRP-L list).

Anyway, no matter what your opinion, be sure to let the ARRL know how 
you feel. It may actually be heard.
