[amsat-bb] RS-15 check out the beacon

Alerted by G8ATE  I have been listening to the RS-15 beacon frequency on
29.352.  The  beacon has been off for a few weeks but it seems to be back
with short bursts of a steady tone not the regular CW.  At first hearing, 
the tones
seemed to be of  random duration but taking some crude observations with a
digital clock showed a long duration of approx 7 seconds occuring at two
distinct and regular intervals as follows:
 
7,3,3,5,5,3,3,7,4,3,7,4,3,5,5,3,3,7,4,3,7 etc 

These observations made around 2200 UTC  14th July 1998

Any one got an explanation ??
