This is really not a matter open to discussuion by those who "use" this
remailer. The standards regarding who can use it are detwermined by the
AMSAT political leadership. Its kind of the same as a voice repeater; ie:
the owner-operator makes the rules and you and I obey them or we go to another
repeater.
