Nobody knows what they mean.

THERE ARE NO RECOGNIZED DEFINITIONS for letter band designations anywhere.
ITU, FCC, NTIA, and, even, GSA, all deprecated the use of letter band
designations years ago because they are meaningless.

Why some continue to use letter band designations which make no sense is a
real puzzle.  IMHO, their use in technical publications is bad practice.
Editors should know better.

BTW, the designations originated as a cipher during WW-II to allow folks
developing early microwave equipment (mostly RADAR) to carry on discussions
over non-secure circuits.
