L, S, K, Band assignments, does anybody know?

In the recent AMSAT journal an article was published which provided the
frequency range for the S, L, K, Ku bands. The most recent Satellite Times
magazine had an article AND a glossary section which listed the band
assignments. NONE AGREED with each other. This is true for ALL bands, not
just the S band example which follows.
For example,
SATELLITE TIMES PAGE 44 MAY S BAND 1.8 - 2.7 GHZ
SATELLITE TIMES PAGE 47 MAY S BAND 2.0 - 2.3 GHZ
AMSAT JOURNAL PAGE 7 MAY/JUNE S BAND 2.0 - 4.0 GHZ
Is this one of those historical things that was developed in 1930 and
through the years has become loosely defined to the point that no one
remembers what the freqs are? However, that would not explain the
Satellite Times discrepancies.
