It's phase-coherent AFSK on an FM carrier, at least on 145.826 MHz.
G3RUH designed a nice demodulator many years ago. It uses correlation
decoding techniques capable of receiving signals that are not exactly
noise-free. I've used both the G3RUH UoSAT demodulator in addition to
a simple XR2211-based PLL demodulator for UoSAT-OSCAR-9 and -11 reception
with excellent results. A standard narrow-band FM receiver is all that
is required for reception.
