The new edition of the Radio Amateur's Satellite Handbook by Martin Davidoff,
K2UBC has plans for one. It has quite a bit of new material since the last
printing (Satellite Experimenters' Handbook).
There were also plans at the following web page. I haven't checked it lately,
but it's what I had.
