MIR 70 cm. repeater?

I've been reading about the 70 cm. repeater on Mir expected to be
online from March 1st. on. I read about a QSO on this repeater in a
recent amateur magazine. However, after entering a series of doppler
frequency pairs and subaudible tones, I've not actually heard the
repeater. I've heard Andy in QSO's several times at great signal
strengths, but no repeater. 
	So, I'm wondering if it is actually in operation?
